Protect Yourself From Tech Support Scams
Tech support scams are an industry-wide issue where scammers trick you into paying for unnecessary technical support services. You can help protect yourself from scammers by verifying that the contact is a Microsoft Agent or Microsoft Employee and that the phone number is an official Microsoft global customer service number.
If Windows 8.1 was installed on the target computer previously, and endured no significant hardware changes like motherboard and CPU swaps, you can reinstall Windows without the burden of having a product key.
In more rare cases when you need a product key, I recommend using NirSoft's ProduKey for instance to get your Windows 8.1 product key, but it has to be on the target machine: https://www.nirsoft.net/utils/product_cd_key_vi...

Hi,
Windows 8.1 only comes for free if you already have a Retail or OEM preinstalled (Dell, HP, etc.) Windows 8 License installed and activated on your device, or you wish to reinstall a paid for Windows 8.1 Licensed operating system..
Otherwise, you have to buy Windows 8.1.
Microsoft no longer sells Windows 8.1.
Try amazon.com.

Are you re-installing Windows 8.1?
If Windows 8.1 was previously installed on your system and you are re-installing, you can skip the steps to enter a Product Key, if you boot from Installation media created form that ISO file . . .
Click this link to download a tool from Microsoft to create the Windows 8.1 Installation media on a DVD or USB flash Drive

Then, Boot your PC from the Installation Media you just created (change Boot Order in your BIOS) to begin installing Windows 8.1
Since you previously had Windows 8.1 installed and activated on that PC during the installation process skip the steps which ask for a product key and select the option 'I am Reinstalling Windows 8.1 on this PC', and activation will not be an issue, your PC will have a digital entitlement stored on the Microsoft Activation Servers
Make sure you install the same Edition of Windows 8.1 (Home, Pro . . . etc.) you previously had installed to avoid Activation issues
